Penta: (Q11) Analysis and Action Plan for Medford Parks

Medford has 26 park type locations. With the limited amount of city workers working the parks they do a respectable job. Parents and school education failure to teach children to respect property is a major factor for park abuse. All leagues and folks using parks should be held to a standard of leaving the park in the condition they found it. Many times adults abuse the parks and unfortunately abuse the standards that we try to impose on all park users no matter the age. The solution for park control needs to be reviewed by the Park Board via public hearings for community input so as to impose stringent rules with enforcement that is for real.

Penta: (Q12) Improving Environmental & Recycling Practice

You can't mandate anyone to do anything without authority to do so. But, on this issue, if a reward factor was promoted for the environmental quality being protected, this type of inducement could play a creative role.

Penta: (Q13) Water Department Issues

I was the first councillor some years ago to request the second water meter opportunity. I also offered legislation for the water and sewer bill to be an allowable tax deduction. Thus far neither issues have yet to be implemented but I am still trying. As for the deficit, until the audit has been finalized, I shall reserve my comments other than to say no deficit was to have existed as a result of the new water meter installations as was presented to the council before the council voted to accept the new water meter program.

Penta: (Q14) Medford & Tufts

Medford's relationship has greatly improved over the past few years. Like any relationship, one has to nurture it for success and contined success.. We are a very gifted City to have such an excellent educational giant in the midst of our community, By exploring all that Tufts is and what it is capable of as an institution needs to be understood before one I would recommend d further. So much of what is feasible remains within the administrative prerogative of the City.

Penta: (Q15) Improving and Protecting Open Space in Medford

Respecting the property for its usage is paramount. Likewise, the Brooks Estates holds a most important, complimentary, future role as it will be a healthy open space environment for play, history and formal usage upon its completed restoration.
