Dello Russo: (Q11) Analysis and Action Plan for Medford Parks

The issue is complex and the solution is as well. The solution? We need more police to patrol the parks and playgrounds. We need more DPW personnel to care for these resources and a plan of action to improve and upgrade what we have. I do not want to speculate on the cause. Maybe we need to find a way to instill an ethic of civic responsibility in our school children and their parents. The solution comes with a very large price tag. The sad part is that neglect has an even bigger price tag.

Dello Russo: (Q12) Improving Environmental & Recycling Practice

I think that recycling and other environmentally friendly practices are increasing as our culture continues to accept and promote them as a good. We could require this as a practice in our public housing. We are on the verge of moving to wind generated electricity at the McGlynn School. Perhaps the growing recycling based industry could find a home at the River’s Edge Project.

Dello Russo: (Q13) Water Department Issues

Medford’s water woes are a result of mismanagement, poor oversight, and a failure to heed the voice of the city council which is informed by and reflective of the voice of the citizens on this issue. Because of all of the pain and anxiety created around this issue, the rate increase recently issued by the Massachusetts Water Resource Authority had a particular sting. I supported the call for an audit of the water and sewer enterprise account and have encouraged new leadership in the meter implementation project. I support the idea to examine a graduated rate of billing. I have suggested the need for a clear written policy on water bill abatements.

Dello Russo: (Q14) Medford & Tufts

Medford and Tufts are both wide and varied entities. Tufts is a large, rich and ever expanding institution with many goals. Medford people benefit from the treasure of academic and cultural opportunities the university has to offer. Our school system has benefited from the assistance of Tuft’s education department and students who are among the brightest in our country. We benefit from the use of athletic facilities. Communication of goals for the neighborhood around Tufts needs improvement. The city and Tufts might want to explore greater collaboration for urban planning and development. We will want to continue to strengthen our public safety collaboration.

Dello Russo: (Q15) Improving and Protecting Open Space in Medford

I sometimes wonder if lack of awareness is the obstacle to people’s appreciation of these fine resources. Clearly we don’t have much funding and staffing for the care and upkeep. These park areas need to be kept clean and I would support a joint effort with local and state money and local volunteers to do clean-ups of these resources. The plan for the revitalization of the Square will bring the Mystic River back into focus. Perhaps my suggestions in question #11 will have some bearing here.
